A fluid ounce is a volume, not a weight. The ounce on a kitchen scale is 28.35 g and measures mass; this one measures space. They are close enough in the case of water to be confused constantly, and wrong for anything else — 100 ml of oil is 3.38 fl oz but weighs only 3.24 oz.

The imperial fluid ounce is different again, at 28.4131 ml — about 4% smaller than the US one, even though the imperial pint and gallon are larger. Britain divides its pint into 20 fluid ounces where America divides its into 16.

The cabin-liquid case is worth reading carefully: the limits are the same rule stated in two systems, so a 100 ml bottle and a 3.4 oz bottle are the same container, and a US 3.5 oz bottle is over the European limit.
