The trap worth flagging:

Fluid ounces are not ounces. A fluid ounce measures volume, not weight, and only coincides with 28.35 g for water. 8 fl oz of flour weighs about 120 g, not 227 g. If your recipe says "fl oz" or lists a cup measure, this converter is the wrong tool.
Troy ounces are different again. Precious metals use the troy ounce at 31.103 grams, about 10% heavier. A "1 oz" gold coin is 31.1 g.

Why do US nutrition panels use grams when the pack front is in ounces?

Because the labelling rules require it. American nutrition panels give nutrients in grams and milligrams, and serving sizes as a household measure followed by the metric equivalent. The net weight in ounces stays on the front of the pack, where it is a marketing and trade figure. One American package therefore carries both systems, each doing a job the other is not permitted to do.

Is a quarter pounder a quarter pound before or after cooking?

Before. The quarter pound is 4 oz, or 113 g, of raw mince. A beef patty loses roughly a quarter of its weight to water and fat on the grill, so what reaches the plate is nearer 85 g. Menu weights and butcher’s weights are raw for the same reason: it is the only figure the kitchen can actually control.

What does an ounce mean in fabric weight?

An ounce per square yard, which is an area density rather than a weight - and it converts on its own factor of 33.91 grams per square metre. A 12 oz denim is about 407 g/m², and a 180 gsm T-shirt jersey is 5.3 oz/yd². Converting only the ounces and ignoring the yard-to-metre half of the unit puts the answer out by a factor of three.
